Environment and Planning Act in practice: iParcs & Omgevingshuis join forces

A new course in spatial development

With the introduction of the Environment and Planning Act on January 1, 2024, a new phase has begun for area development in the Netherlands. This law—which replaces dozens of old laws—requires an integrated, flexible, and participatory approach. For municipalities, developers, and initiators, this means acting more quickly, collaborating more closely, and taking on more responsibility.

At iParcs, we don’t see this development as an obstacle, but as an opportunity to develop better, faster, and more transparently. And we don’t do it alone.

Collaboration with Omgevingshuis: from vision to realization

To guide initiators even better through this new landscape, iParcs works closely with Omgevingshuis—an independent platform of experts in spatial planning, environment, and permit procedures. Thanks to this collaboration, we can approach projects in an integrated way: from the initial planning idea to zoning changes and permit issuance.

This approach has proven essential for success in practice. Whereas procedures used to be slow and fragmented, we can now move more quickly between stakeholders, regulations, and design.

The power of integrated collaboration

What makes this approach unique?

- One point of contact: a single desk for both the municipality and the initiator.
- Integrated vision: legal, spatial, and environmental aspects are considered in cohesion.
- Faster decision-making: less delay and more clarity for all parties.
- Fewer risks: early insight into planning and legal feasibility.

This way of working fits seamlessly with the goals of the Environment and Planning Act: room for initiative, fewer rules, and more participation.
